Scientists think the virus -- which does not infect humans or other animals -- came from China, but they don't know how it got into North America.
And California's water shortage has generated a flood of applications from farmers to drill wells.
In some counties, requests for permits to dig new wells have more than doubled over last year.
Farmers in the state expect to get only a fraction -- if any -- of the water they need from government controlled canals and reservoirs.
